Role DescriptionDevelop a yearly master plan, which will highlight dimensions listed below, and include anupgrade/expansion plan for all associated equipment. Submit plan to Manager for approval. Translate market requirements into technology design. Review the Marketing departmentsrequirements and provide innovative, cost-effective solutions. Support product development and Service Planning in terms of advice and training ifnecessary. Conduct technology research and strategy studies. Keep abreast of industry trends and newtechnology. Advice in make decisions concerning software and hardware upgrades. Evaluate new featuresof the system and determine the benefits for the business, feasibility study in terms of improvedperformance versus estimated cost implications for the business, and motivation of requirements tomanagement. Evaluate, coordinate and participate in the implementation of changes to the switchinginfrastructure (together with Technology Support technicians). Provide feedback to the NetworkDevelopment Management Team on issues, changes and solutions of the switching infrastructure. Perform all conventional aspects of engineering for Traffic Engineering NSS. Includes beingable to independently evaluate, select and adapt situation; modify techniques, procedures andcriteria to solve problems encountered. Evaluate trunk load. Includes the dimensioning of trunk capabilities. Identify gaps betweenavailable capability and needs / requirements. Manage voice trunk utilization and predict changes intraffic model based on forecasts from Marketing. Plan expansion and evolution of the Signalling Network and manage link utilization ofNarrowband and High Speed Links.Plan new MSC locations. Perform costing and pricing analysis. Interpret and apply market researchSubmitted to Manager Network Engineering / Fixed Network Planning for approval. Develop and maintain accurate engineering records that properly reflect all requirementsfor traffic sensitive equipment (NSS). Develop equipment requirements for traffic sensitive switching and interoffice trunkfacilities using company and industry prescribed standards of engineering. Forecast traffic. Provide forecasts for interoffice trunking and interchange carrierfacility requirements for traffic sensitive equipment in the switching network. Analyse and makerecommendations for routing of all voice traffic to Manager Network Engineering / Fixed Network. Define and optimise routing tables. Work with Network Operations Division to determine ifcarriers are meeting necessary quality levels. Evaluate new products in the market. Plan and co-ordinate routing changes, upgrades and equipment expansions. Supervise Configuration on required network changes. Forecast traffic volumes and traffic patterns. Keep a track on the work schedule and flag timelines for specific activities Identify problem areas and propose possible solutions. Co-ordinate activities between Cell C, suppliers, Configuration and the regions to rectifyproblem areas. Maintain regular feedback from Cell C regions. Drive to meet the time lines set for projects Consult with Cell C departments to prepare a yearly financial budget for additionalsoftware and hardware equipment requirements and expansions. Record and track expenditures as per budgetary constraints on a monthly basis and after VOapprovals.
Skills and Experience
Minimum QualificationDegree/Diploma in Electronic Engineering/Telecommunications.Experience3 years experience in telecommunications industry.Knowledge of switching and signalling networks and different types of traffic dimensioning.Good working knowledge of BSS, VAS IN and IT systems required.TrainingSIGTRAN, SS7 signalling, packet networks, SIP, VoIP, Wi-Fi, GPRS/WCDMA/LTE Release 4/5 corenetworks.
