Position : Quantity SurveyorDepartment : Group Property
Location : JHB
Reporting to : Manager Store Development
Purpose of the job
To provide an accurate and effective quantity surveying service to the Group through compiling budget estimates, contract documents, technical specifications and cost norms. Assist in compiling and monitoring monthly budget report.
Key Responsibilities :-
Development of Strategic Property Solutions
Analyse and interpret drawings, chain design standards and historical cost norms to make recommendations with regards to project costs and specifications
Accurately interpret historical cost data for formulating cost norms
Identify and investigate trends relating to cost norms
Check and verify accuracy of the cost norm data base
Real Estate / Store Development and Management.
Follow up and obtain written agreement from developers for specifications issued for projects (pre-approval phase)
Compile monthly budget report per project by collating and checking costs provided by procurement, project managers, IT, risk managers, visual merchandise, chain projects, etc. and forward information for inclusion in the 3 year plan
Conduct site surveys of new and existing properties to ensure accuracy of drawings and all site information required for cost estimates
Liaise with property development and landlords (developers) regarding site / drawing / technical information required for compiling specification
Budget & Financial Management
Prepare cost estimates for contract variations to projects & confirm final costs
Compile final project accounts for all contractors and developers
Check budget against approved tendered amounts
Prepare financial reports
Analyse monthly budget report and make recommendations regarding cost
Service Delivery Improvement/Innovation
Continuously monitor current costs against historical norms and industry rates to identify and investigate trends
Continuously keep specifications updated
Continuously monitor current project costs against budget and report any discrepancies
Resolve or escalate out of line situations related to project costs
Stakeholder Relationship Building, Networking and Management
Interact with suppliers to verify rates in tender documents, obtain unit costs for new fixtures and fittings, agree contract variations and final accounts.
Interact with the Project Managers and the Procurement Officer in order to timeously issue tender documents
Keep abreast of technical developments in the industry in order to keep specification documents updated
People Management
Manage own personal development through performance management, IDP and talent management processes. Request training and feedback on performance and strive to improve based on these interventions
Adhere to the Group's values and leadership principles and understand and participate in Employer of Choice strategies and initiatives

Requirements / qualifications:
National Higher Diploma or relevant Degree with 3/5 years' experience or equipped with some tertiary qualification that enables the understanding of Functional theory & practice. Responsible for sub-function optimisation, these positions are considered to be experts to fundi's in their respective areas. They possess broad knowledge of the Functional discipline and fully understand how such knowledge is applied and leveraged within the Edcon system. They are fully autonomous and liaise with other functions across the Group. Considered to be highly skilled in a defined area & a source of information to positions lower down the ranks. If recognised as a 'fundi' in the Functional area of work, the responsibilities are usually complex and diverse. No one in Edcon knows more about the processes/systems overseen. May recommend changes to management. 4/5 years training is usually required before full proficiency can be attained. Planning horizon may extend up to 3 months ahead. Thinks within a clear-cut Edcon HR policy base - within an area of things learned. Optimises current systems and procedures. Starts to take a variety of decisions, not complex in character, and within accepted ways of doing things.
