Job purpose:

Provide the highest level expertise to the Application Support team, in the form of technical consulting in a specific system, and multiple technologies
Identification and specification of alternative systems or designs to perform business activities
Acts as a bridge between the business unit, organisational stakeholders and the support team.

Accountability:

Functional Technical Consultant is accountable for
Baseline Business Architecture
Feasibility Studies
Risk Assessments
Sound and stable business application environment

Plan & Organize:

Assess the implications of new processes on both people and organization and identify the activity necessary to ensure a smooth transition to the new processes
Identify business factors influencing the development of new or alternative business processes

Acquire& Implement:

Identification and justification of new application solutions and/or changes to existing applications
In designing solutions, pay full regard to both internal and external standards and requirements such as audit standards, data management standards, safety related standards, good practice and legislation
Develop appropriate assessment criteria for the selection of new or alternative business processes

Deliver & Support:

Give direction and leadership to projects within a defined area of authority and plans, accurately and effectively, the work of the project groups
Guide Business / clients towards accepting viable and valid system solutions, which involve changes to working conditions and practices, showing understanding, imagination and creativity
Ensure that business processes in area of responsibility are optimised
Ensure that the business unit achieves return on its system investments
Manage risks related to application development and implementation
Provide high level consulting expertise in specific systems and technologies
Maintains good knowledge of, advises on and justifies operational, policies and effectiveness of current business applications. Advise on and justify standards, methods and procedures for general applicability
Play a significant part in the definition of strategies to make effective use of applications in a business area and draws on an understanding of state-of-the-art use of techniques relevant to any area of specialisation e.g. strategic planning, operations research, cost benefit analysis
Provide QA for specifications
Submit options for improving business processes to decision makers at senior management level
Working closely with clients and development staff as appropriate, pro-actively seek out, analyze, model, specify, integrate and implement processes that satisfactorily marry technical constraints and cost considerations with business objectives and result in safe, workable and maintainable systems

Level 2 Technical specialist additional responsibilities:

Consult in area of expertise, by working on large, complex integration projects
Program according to specification
Maximise processing efficiency of system functionality
Be available for standby or call out when required
Verify the quality of functionality delivered
Write and speak fluently on all aspects of work and communicates effectively with all levels of management
Pro-actively coach less experienced resources

Internal and external relationships:

Develop and manage relationships with other project managers within the Programme and Project Management Competency group, Analysis Service Line Lead, Enablement group, BU IT Heads, various IT stakeholders, relevant business owners and other internal business partners and stakeholders that form part of the solution delivery process.
Manage business stakeholder relationship related to projects and programmes.
Manage inter-dependencies between IT internal departments to deliver the various projects within the service line
