Job Description: Develop and implement SCM operational and procurement plans that support FIC objectives.
Develop Procurement reform in terms of the Preference Procurement Policy Framework Act changes and shortcomings.
Develop, maintain and implement appropriate systems and policies to ensure effective, efficient and economical management of procurement and provisioning system in the Financial Intelligence Centre.
Ensure compliance with applicable supply chain management legislations, regulations and practices (e.g. PFMA, B-BBEE and PPPFA).
Advise and support the Chief Financial Officer on Supply Chain Management matters.
Ensure that all reports, returns, notices and other information in terms of the relevant legislation are adhered to.
Ensure effective and efficient internal reporting processes and systems are in place.
Develop, implement and maintain a fair, transparent and equitable procurement and provisioning system.
Provide day to day advice to the Organisations management on SCM matters.
Facilitates collaboration with other sections and functions impacting on work.
Ensure that the department is well capacitated to deliver on the objectives.
Provide strategic and effective leadership to the Supply Chain Management Unit.
Clarifies roles and deliverables, Coaches and counsels, and actively manages the performance of staff within the Unit.
Conducts performance reviews of staff in the Unit and motivate final performance scores.
Manages the development of staff within the Unit.
Manage the SCM budget and resources.
Ensure that all legislative compliance issues are complied with.
Ensure effectiveness in the general performance of the SCM Unit through regular performance reviews.
Ensure sound relationships with internal and external stakeholders.
Ensure that supply chain management risks are identified and mitigated.
Enforce the good ethics within the supply chain management system.
Ensure compliance with the Service Level Agreements with internal clients.
Required Qualifications and Experience:
8 - 10 years experience in Public Sector Supply Chain Management.
5 years experience at management level leading an SCM team for at least 3 years within a public sector environment
Degree or postgraduate degree in Supply Chain Management/ Law / Logistics/BCom Accounting
Postgraduate qualification will be an added advantage
Strong working knowledge of applicable supply chain management laws and regulations in the public sector.
